Low Project Risk

Applications development projects have traditionally been risky because programming takes so long, getting accurate requirements is nearly impossible, and, in any case, requirements change during a lengthy project.

In fact, in his landmark 1975 essay entitled "Mythical Man Month," Frederick Brooks eloquently pointed out that as projects increase in complexity (more people, longer project), risk of failure increases exponentially.
